Cadets for Civil Service is a program aimed at building and training a management reserve that brings change to the civil service. The program is inter-ministerial and is managed by the Civil Service Commission. This program, from "Atudot LeIsrael," "strives to shape a quality, value-driven management reserve with a deep commitment to the needs of the state and society in Israel." The program is intended for no more than 30 outstanding individuals each year, who participate in an intensive training and placement track lasting about five and a half years. The track includes an intensive and in-depth training program, followed by placement in various government ministries and government subsidiary units, alongside master's degree studies in a field relevant to the cadets' placement, all with the aim of integrating into key positions in the service of the State of Israel. The scores range from "very high" to "very low" and are statistically relative, i.e. "very high" is relatively high in comparison to the population and in other words reflects the fact that the majority of people rank lower in a specific metric.
